TERMS OF REFERENCES FOR PROVISION OF VETERINARY AND CLINICAL CARE FOR WORKING DOGS.

BACKGROUND
The African Wildlife Foundation is an international conservation organization focused solely on the continent of Africa and registered as charity and licensed organization in Ethiopia. Within its Counter Wildlife Trafficking (CWT) Action Plan, African Wildlife Foundation deploys Canines for Conservation (C4C) to enhance detection and stop the trafficking of wildlife and wildlife products across the continent.  AWF is in the process of supporting the Ethiopian Wildlife Conservation Authority (EWCA) to establish a canine unit to be based at Bole International Airport.  AWF is looking to engage qualified Ethiopian veterinary clinics to provide veterinary and clinical care to the wildlife detection dogs in Addis Ababa.  AWF seeks the services of a veterinarian who will be responsible for assessing the dog’s health, making diagnosis, and recommending effective care program. The veterinarian will ensure that the working dogs receive timely and adequate care as is required.

SCOPE OF WORK: 
The scope of works will cover the following key areas:
1.    Provide broad spectrum of clinical services, covering routine check-ups, vaccinations, dental care, and emergency treatments to the dogs.
2.    Provide surgical procedures with precision and prioritize post-operative care as may be required.
3.    Provide diagnostic services using advanced diagnostic tools for accurate and timely identification of health issues.
4.    Provide 24/7 emergency veterinary services with a reliable referral Vet Clinic for the working dogs.
5.    Established effective communication channels for the team to seek advice, schedule appointments, and receive updates on dog (s) health.
6.    Maintenance of accurate and up-to-date health records for the dogs under their care.

EXPECTED OUTPUTS AND DELIVERABLES: 
1.    Healthy working dogs.
2.    Advice on the animal’s welfare to canine team on basic signs of sickness, causes, prevention and canine first aid 
3.    Detailed clinical reports on the health status, diagnoses, and treatments of animals.
4.    Informative materials on dogs’ care, preventive measures, and treatment options.
5.    Evidence of adherence to regulatory requirements.
6.    guidelines on handling emergency situations and providing urgent care.
7.    Efficient appointment systems to minimize wait times and accommodate emergencies.

QUALIFICATIONS
1.    The clinic must a valid business/ practice license
2.    The clinic must have relevant registration documents as per the Ethiopian regulations, including 
1.    PIN/ TIN certificate
2.    Tax compliance certificate
3.    Certificate of Registration
3.    Key personnel should be registered by the Ethiopian Veterinary Board 
4.    The clinic must be operated by an experienced registered veterinarian with an experience of at least 5 years. 
5.    The clinic must Offer 24/7 hours veterinary services with an alternative Referral Vet Clinic.
6.    The clinic must have the following Minimum equipment and structures
1.    Anesthetic machines
2.    Microscopy
3.    Spectrometer
4.    Other in-house diagnostics test, e.g. Snap test, chemistry and full hemograms, x-ray /ultrasound services
5.    Fully equipped theater room
6.     In-house pharmacy - Well stocked pharmacy with a comprehensive range of medications and prescription management.
7.     Proper consultation rooms
8.    Proper theater
9.    Isolation and Boarding kennels with documented monitoring systems 
10.    Safety and hygiene compliant
11.     Waste disposal and local municipal regulation compliant
12.     Confidentiality of information - (A clear client Data Protection System)
7.    Flexible credit period / payment terms.
