Hydrological Survey, Environmental Impact Assessment, and Permit Acquisition for Borehole Drilling in Tsavo West National Park and Zongwani Area, Sagalla Ward, Taita Taveta County

Background
The African Wildlife Foundation (AWF) is a leading international conservation organization focused on protecting Africa’s wildlife and wild lands. For over six decades, AWF has implemented innovative conservation strategies that promote biodiversity preservation while supporting sustainable development for communities.

AWF has received funding from the Swedish International Development Cooperation Agency (SIDA) to implement a project that aims at building Biodiversity Resilience in Southern Kenya Landscape (BRISK) which covers Narok, Kajiado, and Taita Taveta Counties. One of the interventions to address water shortage and reduce congregation of people, livestock, and wildlife in the few water sources that contribute to environmental degradation and conflicts, the project aims to strategically drill, equip and distribute the water to strategic areas. 

As part of the project, AWF seeks to drill and equip two boreholes—one within Tsavo West National Park and another in the Zongwani area, Sagalla Ward, Voi Sub-County, Taita Taveta County. AWF invites proposals from qualified firms and individuals to:

  1. Conduct hydrological surveys and acquire necessary permit from Water Resource Authority (WRA).
  2. Perform an Environmental Impact Assessment (EIA) and facilitate acquisition of license from National Environmental Authority (NEMA).

These deliverables will support the subsequent procurement and awarding of contracts for the boreholes drilling and equipping.


Scope of Work
Qualified firms, Consortium or individuals will be responsible for the following:

  1. Hydrological Surveys
    • Conduct detailed geophysical investigations to determine suitable drilling sites.
    • Provide professional recommendations on the borehole's potential yield, depth, and sustainability.
    • Obtain drilling and water abstraction permits from the Water Resources Authority (WRA).
  2. Environmental Impact Assessment (EIA)
    • Perform a comprehensive environmental impact assessments in compliance with Kenyan laws and guidelines.
    • Submit the EIA report to NEMA for review and approval.

Secure license from the National Environment Management Authority (NEMA).


Qualifications
Proposals will be accepted from firms, Consortium or individuals who meet the following qualifications:

  • Proven experience in conducting hydrological surveys and preparing technical reports.
  • Demonstrated expertise in environmental impact assessment processes and successful NEMA applications.
  • Familiarity with Kenyan laws, County Government of Taita Taveta guidelines, and regulations related to borehole drilling, water resource management, and permitting.
  • Valid registration with NEMA and WRA (attach certifications).
  • At least five years of professional experience in water and environmental management services.
  • References from at least three similar projects successfully completed within the last five years.

Proposal Evaluation Criteria
Proposals will be evaluated based on the following criteria:

  1. Technical Expertise (40%)
    • Experience and qualifications of the team proposed to execute the work.
    • Demonstrated understanding of the project requirements.
  2. Past Performance (25%)
    • References and track record from similar projects.
    • Evidence of successful NEMA and WRA permit acquisition.
  3. Methodology and Work Plan (20%)
    • Approach to executing the hydrological survey, EIA, and permit acquisition.
    • Detailed work plan and timelines.
  4. Financial Proposal (15%)
    • Clear and competitive cost breakdown for the proposed services.

Proposal Submission Guidelines

  1. Proposals must include:
    • A detailed technical proposal.
    • Financial proposal (inclusive of taxes).
    • Copy of company or individual registration certificates.
    • Copies of relevant NEMA and WRA licenses.
    • At least three references from previous clients.
  2. All submissions must be made electronically to Procurement@awf.org with the subject line: “Proposal for Hydrological Survey, EIA, and Permits – Borehole Project.”
  3. Submission Deadline December 31, 2024, at 5:00 PM EAT. Late submissions will not be considered.
