Terms of Reference:
Rehabilitation of Boreholes in Lokori and Lobalangit Sub-Counties, Karenga District
1. Background:
The African Wildlife Foundation (AWF) is implementing a project focused on fostering human-wildlife coexistence in Lokori and Lobalangit sub-counties, Karenga district. One of the critical components of this project is the rehabilitation of boreholes in these areas to enhance access to domestic water sources for communities living alongside wildlife.
2. Objective:
The primary objective of this assignment is to conduct an assessment of selected boreholes in Lokori and Lobalangit sub-counties to determine the cost of rehabilitating each borehole. The ultimate goal is to rehabilitate selected boreholes hence contributing to building community resilience to climate shocks and droughts while reducing competition for water sources between wildlife and communities.
3. Rationale:
The rehabilitation of boreholes is crucial for ensuring sustainable access to clean water for communities in Lokori and Lobalangit sub-counties. By repairing and upgrading these water sources, the project aims to mitigate potential conflicts arising from water scarcity and promote harmonious coexistence between humans and wildlife.
4. Methodology:
The service provider shall undertake the following steps as part of the assessment:
• Conduct a thorough inspection of selected boreholes to assess their current condition and functionality.
• Evaluate the technical requirements for rehabilitating each borehole, including repairs, equipment replacement, and infrastructure improvements.
• Engage with community stakeholders to gather insights and feedback on water usage patterns, challenges, and expectations.
• Develop a comprehensive cost estimation for the rehabilitation of each borehole, including materials, labor, and associated expenses.
5. Expertise:
The service provider must demonstrate expertise in the following areas:
• Civil engineering and water infrastructure rehabilitation.
• Experience in conducting borehole assessments and cost estimations.
• Knowledge of community engagement processes, particularly in Karamoja.
6. Deliverables: The service provider is expected to deliver the following outputs:
• Detailed assessment reports for each borehole, including findings on current status, required repairs, and estimated costs.
• Cost breakdowns and recommendations for prioritizing borehole rehabilitation based on urgency and impact.
7. Timeline:
The assignment shall be completed within two weeks from the award date, with periodic progress updates provided to AWF.
8. Reporting and Communication:
The service provider shall liaise closely with AWF project coordinators and relevant stakeholders at the district and sub-county throughout the assessment process. Regular communication channels will be established to ensure transparency and alignment with project objectives.
9. Budget:
The budget for this assignment shall cover all costs related to the assessment, including travel, fieldwork expenses, consultancy fees, and report production. Detailed budget breakdowns must be provided as part of the proposal.
10. Evaluation Criteria:
Proposals will be evaluated based on the following criteria:
• Technical expertise and experience in borehole assessment and rehabilitation.
• Understanding of community dynamics and references from similar projects.
• Cost-effectiveness and budget realism.
